One example does not make for strong precedent. Kvarse, one of the mightiest and most active Noun Gods of the World Tree, has apparently been a creator god of other worlds before. Lenhirrik may be kin to Virid. Kaimiri... who knows, but Kaimiri is thought to be the strongest being on the Tree by an order of magnitude, not a hopped-up servant. There's a bit more of a link between "Here" and Locador elementals, apparently, but if anyone could manage an infinity of worlds without needing to promote someone else to do it, "Here" would be it - reaching those other worlds would be much easier for such a being than for those whose powers lie in other areas(not that any of the gods are necessarily limited to their art beyond the convention of who governs it in a particular world).

Some might get promoted thus, but I think it's rather a stretch to say "all".
